I am confident Transport for Wales (TfW) are taking the most appropriate actions to maintain running service for their passengers.

TfW had 14 months to complete PRM modifications, whereas other UK Train Operating Companies have had over 5 years to plan and ensure compliance. Up until October 2018 the PRM modification programmes were the responsibility of the previous franchise, which the Welsh Government did not have direct control of. TfW has robust contingency plans which include continued operation of existing rolling stock through to the end of 2020 along with the temporary leasing of alternative units in 2020. Class 170s and Mark 4 will both be introduced in December; both of these fleets are PRM compliant and will replace some of the non-PRM compliant trains. The class 230s have been subject to some delay but will follow in early 2020.

The class 769s which replace much of the non-PRM compliant trains on the CVL have been subject to delay in 2019. However, TfW still aim to introduce class 769s to the TfW network in early 2020 and they are encouraged that improved progress is being made on rectification of the issues affecting units so far delivered to both TfW and Northern.

I have mandated that TfW must do everything within its power to limit the use of non-PRM compliant units and phase them out at the earliest opportunity.
