I welcome members of the public and Members this afternoon to the External Affairs and Additional Legislation Committee. Can I remind Members that it is bilingual? If you require simultaneous translation from Welsh to English, that's available on channel 1. If you require amplification, that's available on channel 0. Can I please also remind Members to turn your mobile phones off or put them on silent so that they do not interfere with the broadcasting equipment? There are no scheduled fire alarms this afternoon, so if one does take place, please follow the directions of the ushers to a safe location. Do any Members wish to declare an interest at this point in time? No. Thank you. I see none. We've received apologies from Mandy Jones, and Mark Reckless is attending this afternoon as a substitute. And we've also received apologies from Huw Irranca-Davies, and there is no substitute for him this afternoon.

Before I move on, I would like to put on record our thanks to Gwyn Griffiths, who's the senior Assembly lawyer. Gwyn has been a member of the Commission's staff for a long time, but he's also served this committee along with Elisabeth Jones. We've lost both now in a very short space of time. I understand Gwyn is retiring after the summer recess. I give you all the best wishes for your future, but thank you very much for the time you've given to us, not only us as a committee, but I know you also work very closely with Members across the Assembly. So, I'm sure on their behalf, we wish you all the best in your future retirement.

We move on now to item 2 on the agenda, papers to note. We have one paper. That is from the Chair of the Finance Committee regarding the Welsh Government's draft budget, a process that will be following shortly. Clearly, there are two points on there I think that we may want to reflect upon, and that's the aspect of the preparedness for Brexit, which they have highlighted, but also we may want to reflect upon the transition fund and its usage as well. We might want to see how we can put that in as part of our work in the future. Are Members content to note the paper with the consideration that those points will be discussed? Thank you; we'll do that.
