The Welsh Government anticipates the Additional Learning Needs and Education Tribunal (Wales) Act 2018 will be implemented, through a mandatory phased approach, between September 2020 and August 2023.

Statements will be converted into individual development plans over a two year period - between September 2020 and August 2022 – with other plans being converted over a three year period – between September 2020 and August 2023.

During implementation, any child or young person newly identified as having additional learning needs will move immediately to the new system.

We are publishing a series of guides about implementing individual development plans. The first in the series, which refers to individual development plans for children of compulsory school age and below, can be found at: https://beta.gov.wales/additional-learning-needs-and-education-tribunal-wales-act-implementation-guide-individual
