Okay, this is a meeting of the Constitutional and Legislative Affairs Committee. We move straight on to item 1. There are no apologies for today. Are there any declarations of interest? If there aren't any, I move on to confirm that the usual housekeeping arrangements apply.

2. Instruments that raise issues to be reported to the Assembly under Standing Order 21.2 or 21.3

We move straight on them to item 2, instruments that raise issues to be reported under Standing Order 21.2 or 21.3. We have the Sustainable Drainage (Enforcement) (Wales) (Amendment) Order 2020. You have before you the report, the regulations and the explanatory memorandum. This is an Order that amends the Sustainable Drainage (Enforcement) (Wales) Order 2018, to provide for an unlimited fine for the offences set out in article 21 of that Order, when such offences are being dealt with in the magistrates' court. I understand one merits point has been identified.

Yes, there is one merits point on pack page 1. It notes that this Order replaces the Sustainable Drainage (Enforcement) (Wales) (Amendment) Order 2019, which was approved by the National Assembly in Plenary on 26 November 2019, but which could not be made as it did not contain a commencement provision. This 2020 Order will be debated in Plenary on Tuesday 4 February. 

Okay, thank you for that. We did raise this matter, and I think we've had a letter, which is with you, from Elin—it's just about the process that we actually raised. Any other comments or observations on it? In which case, we move on to the next item.

Papers to note. We have the letter from the Minister for International Relations and the Welsh Language on the ministerial forum for trade. We're invited to note the letter from the Minister, which relates to her attendance at the ministerial forum for trade. The Minister notes that she will write again following the meeting. So, it's drawing our attention to that. So, we note that.

Then, under item 3.2, there's a letter from the Counsel General on the Joint Ministerial Committee (EU Negotiations). Again, a letter to note, just informing us of the forthcoming meeting of the joint ministerial committee. Shall we note that?
