Cofnodir y trafodion yn yr iaith y llefarwyd hwy ynddi yn y pwyllgor. Yn ogystal, cynhwysir trawsgrifiad o’r cyfieithu ar y pryd. Lle mae cyfranwyr wedi darparu cywiriadau i’w tystiolaeth, nodir y rheini yn y trawsgrifiad.

The proceedings are reported in the language in which they were spoken in the committee. In addition, a transcription of the simultaneous interpretation is included. Where contributors have supplied corrections to their evidence, these are noted in the transcript.

Dechreuodd y cyfarfod am 09:08.

The meeting began at 09:08.

1. Cyflwyniad, ymddiheuriadau, dirprwyon a datgan buddiannau
1. Introductions, apologies, substitutions and declarations of interest

Bore da a chroeso, felly, i gyfarfod y Pwyllgor Cyllid y bore yma, Mae’n dda gen i fod pobl wedi cyrraedd yn saff. Mae gen i ymddiheuriadau gan Nick Ramsay a Steffan Lewis. O, na—nid oes ymddiheuriadau gan Nick Ramsay.

Good morning and welcome to the meeting of the Finance Committee this morning. I'm pleased that people have arrived safely, but I do have apologies from Nick Ramsay and Steffan Lewis. Oh, no—there are no apologies from Nick Ramsay.

Normally, people forget to give apologies; they don't apologise for the person sitting there. [Laughter.]

The supermarket I was supposed to open is not opening now because of the weather, so you've been graced with my presence.

I understand. We're delighted that you've come, Nick. Sorry, guys.

I was reading my notes rather than looking at what was in front of me, which is an elementary mistake. But Steffan Lewis, of course, and I think Mike Hedges said he'd be a little late but will be attending.

A gaf i jest atgoffa pawb, wrth gwrs, fod cyfieithu ar y pryd ar sianel 1 ac i dawelu unrhyw ddyfeisiadau electronig?

May I just remind everyone that interpretation is available on channel 1 and to please silent any electronic devices?

2. Papurau i'w nodi
2. Papers to note

Rwy'n gofyn i’r Aelodau nodi llythyr gan y Gweinidog Tai ac Adfywio i'r Pwyllgor Cyllid ynglŷn â’r Bil Rheoleiddio Landlordiaid Cymdeithasol Cofrestredig (Cymru) a hefyd gofnodion y cyfarfod ar 14 Chwefror. A ydych chi'n hapus i nodi'r papurau?

I ask Members to note a letter from the Minister for Housing and Regeneration to the Finance Committee on the Regulation of Registered Social Landlords (Wales) Bill and the minutes of the meeting held on 14 February. Are you happy to note those papers?

3. Cynnig o dan Reol Sefydlog 17.42 i benderfynu gwahardd y cyhoedd ar gyfer eitemau 4, 5 a 6
3. Motion under Standing Order 17.42 to resolve to exclude the public from items 4, 5 and 6

Cynnig:

bod y pwyllgor yn penderfynu gwahardd y cyhoedd o weddill y cyfarfod yn unol â Rheol Sefydlog 17.42(vi).

Motion:

that the committee resolves to exclude the public from the remainder of the meeting in accordance with Standing Order 17.42(vi).

Cynigiwyd y cynnig.

Motion moved.

Os felly, a gaf i ofyn i chi gymeradwyo cynnig o dan Reol Sefydlog 17.42 i wahardd y cyhoedd o'r cyfarfod am y tro—eitemau 4, 5 a 6—nes ein bod ni'n cyfarfod yn gyhoeddus mewn tua hanner awr? A ydy pawb yn hapus? Diolch yn fawr iawn. Awn ni i gyfarfod yn breifat.

Therefore, may I ask you to approve a motion under Standing Order 17.42 to resolve to exclude the public from the meeting for items 4, 5 and 6 until we meet publicly in about 30 minutes? Is everyone content with that? Thank you very much. We'll move into private session.

Derbyniwyd y cynnig.

Daeth rhan gyhoeddus y cyfarfod i ben am 09:10.

Motion agreed.

The public part of the meeting ended at 09:10.
